Advocate With Us – Bills to Support

In these final hours to advance priority issues, predominantly Nursing Home and Assisted Living Program Rebasing, and the Role of the Nurse in Adult Care Facilities. In that effort, if you haven’t already, we ask that you join us in advocating for these priority issues.

Support A.7553 (Paulin)/S.7248 (Cooney) – Heritage strongly supports this legislation, which would ensure that the assisted living program (ALP) Medicaid reimbursement is more consistently updated to better meet current day costs. The ALP is the only Medicaid funded assisted living option in New York. ALPs, by definition, serve individuals who are nursing home-eligible, but can get their needs met in a lower cost, more home-like setting. This program prevents nursing home placement and better meets the needs of many older adults who are not yet in need of nursing home care. Click here to learn more.

Support A.5905-A (Woerner)/S.6914 (Rivera) – Heritage strongly supports this legislation, which would require New York State’s Department of Health (DOH) to update nursing home Medicaid rates at least every five years, in consultation with a workgroup that includes technical experts in nursing home rate setting. This bill requires the more frequent and consistent updating of the nursing home Medicaid “base rate” to ensure that reimbursement is better aligned with current costs and that providers have the resources necessary to sustainably recruit and retain quality direct care staff.
